The association

Central Asia Procurement is independent of the state. Its members are individuals, and only they vote. People from state bodies and quasi-state companies join in their own name, in the same way as anyone else. Public institutions are invited to the public sessions in Astana.
-
Central Asia Procurement is being founded as a not-for-profit association. Membership fees will be set to cover its costs, and the statutes will require board members to declare their interests in a public register.
-
It will be funded by members’ fees and by institutional partners, the organisations that employ procurement people.
-
Central Asia Procurement plans to publish a standard of what a procurement professional needs to know, and to work with the training providers whose courses follow it. Its own activities are the peer sessions, the public sessions, the survey and the report.
Membership

Procurement in Kazakhstan
-
The Law on Public Procurement of 1 July 2024 has applied since 1 January 2025. Where a complaint is allowed, a bidder has 3 working days to file it through the portal, and the buyer decides it within 3 working days. Results picked automatically by the portal cannot be challenged this way (Article 25). Under the Public Procurement Rules, a supplier on the register of Kazakhstani producers receives a 50% advance payment.
